Hurricane Update: Waivers and Emergency Measures Continue

Evan as Hurricane Michael made landfall in the Florida panhandle Oct. 10, marking one of the strongest storms to hit that area in more than 100 years, state and the federal government continued to issued emergency declarations and implement emergency preparation plans. 

Kentucky and North Carolina marked the latest states to declare states of emergency and the Federal Motor Carrier Safety Administration (FMCSA) extended its regional emergency declaration covering the Carolinas and Virginia. 

Specifically, FMCSA extended its regional emergency declaration  covering North Carolina, South Carolina, and Virginia. The declaration includes a waiver from hours of service requirements and is in effect until November 9, 2018.

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration also has issued stays of enforcement and letters to affected state supporting waivers in their jurisdictions, which can help fuel deliveries via pipeline following a storm. 

Kentucky declared a state of emergency that included waiving hours of service to ensure adequate supplies of food, clothing, equipment, fuel and other supplies. The waiver is in effect through Nov. 10 and can be found here.

North Carolina declared a state of emergency for the following counties: Alamance, Anson, Beaufort, Bertie, Bladen, Brunswick, Camden, Carteret, Caswell, Chatham, Chowan, Columbus, Craven, Cumberland, Currituck, Dare, Davidson, Davie, Duplin, Durham, Edgecombe, Forsyth, Franklin, Gates, Granville, Greene, Guilford, Halifax, Harnett, Hertford, Hoke, Hyde, Johnston, Jones, Lee, Lenoir, Martin, Montgomery, Moore, Nash, New Hanover, Northampton, Onslow, Orange, Pamlico, Pasquotank, Pender, Perquimans, Person, Pitt, Randolph, Richmond, Robeson, Rockingham, Sampson, Scotland, Stokes, Surry, Tyrrell , Vance, Wake, Warren, Washington, Wayne, Wilson, and Yadkin.

North Carolina also waived hours of service and certain size and weight restrictions to ensure the transport of essentials. These waivers are in effect for 30 days.
